1. Definition: The important links and important parts include the company's related personnel involved in material procurement, engineering contracting, and external shopping inspection.
2. The important links and important parts of the personnel implement the commercial bribery commitment system, and the important positions personnel sign the “Anti-Bribery/Anti-Corruption Commitment Letter” to the company.
3. When the company signs a contract with the relevant party, it is necessary to add the "Integrity Agreement" to the contract as part of the contract.
3. The company's Human Resources and Administration Department, as the supervision and management department for preventing commercial bribery commitment system, its main responsibilities are:
(1) Conduct corporate governance commercial bribery in accordance with relevant national policies, laws, regulations and rules and regulations;
(2) Exercising the duties of discipline inspection and supervision according to law;
(3) Strengthen the supervision and management of the integrity of personnel in important links and important parts;
(4) Implementing the "Anti-Bribery/Anti-Corruption Commitment Letter", strengthening prevention and governance of corruption from the source, adhering to both the symptoms and root causes, and improving the system construction;
(5) Responsible for the supervision and execution of this system;
(6) Responsible for continuous improvement of this management system.
4. The promiser/company should follow the following responsibilities:
(1) Strictly fulfill the content promised in the commitment letter;
(2) Prohibit any form of commercial bribery;
(3) Conscientiously accept the management of the commercial bribery supervision department;
(4) If the promise is violated, the supervisory and administrative department shall be dealt with according to relevant regulations.
5. In carrying out the work of managing commercial bribery, the company management department and relevant departments should strengthen information communication and mutual cooperation.
6. Carry out anti-bribery/anti-corruption activities mainly to do the following work:
(1) Set up a report box for preventing commercial bribery and publish a report phone.
(2) Carry out investigations and studies, master the characteristics and laws of corrupt behaviors and commercial bribery, and propose specific countermeasures and measures in the effective prevention of education, system, supervision, etc., and solve problems and tendencies in a timely manner.
7. Deal with problems found in the prevention of commercial bribery in a timely manner. In carrying out the prevention of commercial bribery, all departments shall promptly stop or deal with the problems of violations and violations, and notify the relevant departments in time. The suspected crimes shall be transferred to the judicial authorities for handling.
8. All departments of the company should strengthen the management of personnel in important links and important parts, and take the implementation of the "Commitment" as an important part of the investigation and assessment and an important basis for appointment and dismissal.
9. The administrative department of the company shall supervise and inspect the implementation of these Measures in accordance with the duties and responsibilities, and handle and propose suggestions for handling personnel who do not perform the "Commitment".
10. Anyone who violates this system in important links or important parts shall, according to the seriousness of the violation, be given corresponding treatment according to relevant regulations.
11. Those who violate the "Integrity Cooperation Agreement" with the company's economic activities, resolutely cancel the qualifications of its suppliers and service providers, and commit the crime of commercial bribery (bribery) to the judicial organs for criminal responsibility.
12. The company encourages employees and companies with business contacts to report corruption, and all aspects of the acceptance, investigation and other aspects of the report must be strictly confidential. It is strictly forbidden to disclose the name, department, company name, etc. of the informant. It is strictly forbidden to disclose the report to the person. When investigating or verifying the situation, the whistleblower or department shall not produce the original or photocopy of the report materials, and shall not expose the informant. The anonymous handwritten letters and materials shall not be identified, and the report materials shall not be borrowed at will.
